THE SHORT ANSWER

The choice is not just a question of location. Compare services required, scaling, operational knowledge, administrative access, subcontractors, recovery, exit and overall costs. Different platforms may be right for different applications.

Which requirements decide?

Start with availability, data classes, load profile, integrations and response times. A globally distributed service has different requirements than an internal specialist portal. Avoid making a platform decision before these points are clarified.

How is dependency assessed?

Review proprietary databases, event services, identities, and deployment tools. The deeper an application uses special services, the more complicated it is to change. Dependency can make sense if its benefits are consciously valued more highly.

What belongs in the cost accounting?

In addition to computing power, this includes data traffic, backup, monitoring, readiness, updates and internal knowledge. Compare an operating model with clear assumptions and a realistic load, not just individual list prices.
